if anything, the raider will encourage more squadrons than not

the Corvette's single command lets it run its command of choice every turn (if that's how that works) and even though its squadron value is low its clutch for getting a ship where you need it to go on a given notice (Especially when combined with a possible imperial crew that does something similar to Leia).
