Considering that Eh Maybe hasn't even tossed out who might be cast, I doubt it.
Did so e searching to find the news myself, and none of the articles I found are mentioning Katee, just that the movie is a go and the character may show up at the end of age of ultron.

But gotta admit, Katee looks the part for Marvel's Captain Marvel.
Katee Sackhoff is a national frickin' treasure, and I'm frankly amazed she hasn't already been tapped for one comic-book franchise or another.
