Does the Stress part of it happen even if you miss your flechette cannon attack on the target ? (assuming of course that the target doesn't have stress already)

If your attack misses, you do not deal a stress token.

However, this is different than dealing no damage.

I've had FFG confirm that yes, you need to hit AND that the target has no stress for the stress to be applied.
