Are you asking if Gideon's Command action can be used on an exhausted friendly figure?
If so, then the answer is: Yes.
Sorry not convinced that this creates a "free action" on https://www.fantasyflightgames.com/en/news/2014/10/14/heroes-of-the-rebellion/ -this page says " The Command ability can be triggered by spending an action and suffering two strain, and it allows Gideon Argus to choose a friendly figure within three spaces. That figure interrupts Argus’s turn to move or attack, allowing you to position the members of your squad or coordinate a decisive attack at the opportune moment."
Why is it a "freebie" move? The card says it allows the other to make a move / attack not an extra attack or move. Or am I missing something?
This "free action" (move or attack) is not without cost, since Gideon himself must spend 1 of his actions and 2 strain. The effect is that Gideon "lends" an action to one other Hero.

Actions (RR p.3): During a figure’s activation, it may perform two actions.
So "performing an action" stands for "gaining an action".
I am not saying it without cost to Gideon in my opinion (not worth a lot
) it is a strategic move as he can interrupt during the Empire players move. It is a way of getting the upper hand to enable Rebel players to be in a position to attack or create the situation where 2 rebel chars are standing next to the Empire player to effectively get 2 attacks before the Empire gets his / her attacks in.

Actually, Gideon's Command only gives another hero a move action or an attack action . Gideon's command ability does not allow the targeted hero to use special abilities.

Gideon's strength is flexibility. Maybe you need Gaarkhan to attack again? Maybe you need to move Jyn to a better position to utilize Quick Draw? Maybe you need Fenn to take one more long range sniper shot? Maybe you need to move Mak to get him out of LOS? You are right, it is not a "freebie", but there is considerable power with flexibility and the options that Gideon's Command allows.
However, the "Freebie" comes into play when Gideon buys the XP Upgrade that allows him a second Command at no cost....

It doesn't allow interrupting the Imperial player's actions, though, because Gideon has to spend an action to use it, which he can only do on his turn. Gideon's ability absolutely grants an "extra" action. If it didn't, it would be next to worthless. Two other heroes have abilities that give them an "extra" action for 2 strain (Gaarkhan's charge -- move and attack for 1 action; and Jyn's quick draw -- an extra attack, outside of turn order, even), and the previewed hero from Twin Shadows does, too (two attacks against the same enemy for 1 action).
Now, I'll admit, I think a well-built and well-played Gideon is probably phenomenally powerful. But not brokenly so.

I think what he means is that it is not an "extra" action because Gideon himself is spending one of his own actions to use command. It's more of a "shift" of who is acting.
