When Luke uses his saber strike ability as his attack can he still spend Surge on the surge abilities from his deployment card. We weren't sure if those were linked to his blaster attack or not.

Yes. Any attack that allows you to roll die would give you the benefit of using the surges that may come from that die roll. This also means that the defender gets to roll defense dice that could counter the damage and/or surges. With other characters we see things where they use an action with a predetermined damage and no die rolls, ie. Vader's "Force Choke". That doesn't mention surge, so you wouldn't get any benefit.
