It says, that Savant-Warrant (Imperial Psyker Level 3) is allowed to get a Psychic Power, which reads: "You have acquired an additional Psychic Power. You gain one power of any Discipline you know".
However, it is only possible to get access to any Discipline at Psy Rating 3 (see description), which is given at Level 4.
So, how can I purchase this talent at level 3, if I do not and cannot have access to any Discipline yet?
Savant-Warrant is actually rank 5. The charts for the Psyker are in the wrong order. Look at the full career progression chart on the first page of the Psyker to see the rank order.

It's a layout issue (like the screwup with the Sororitas career path chart in the old BI printings of The Inquisitor's Handbook) - it was correct in the playtest documents (I've just double-checked mine to confirm this), and got muddled up at some point between playtesting and printing...
