Just to make sure I have this correct: The Humans always immediately win the instant they reach Kobal, but the Cylons win when one resource is depleted to zero at the end of a turn.
So what if the Humans force jump via FTL Control, but the destination card requires them to lose their final fuel?
Rules: Kobal on 0 Fuel equals Human win?
Just answered my own question. Sorry for junking up the board. From the Rule Book:
Reach Kobol:
After eight or more units of distance have
been traveled, the humans are only one jump away from
winning the game. The next time the humans jump, they do
not draw a Destination Card; instead, they simply win the
game (as long as every resource is higher than 0).
Example:
The human players have 1 population resource
remaining and have traveled 8 units of distance. William
Adama uses the “FTL Control” location to jump the fleet.
The humans will win the game due to this jump, as long as
they do not lose any population due to the “FTL Control”
location.
So in my example the Humans had 1 fuel and 4 population but had already traveled 8 distances. They forced a jump resulting in -3 population, but we should not have drawn the Destination Card. We gave it to the Humans anyways.
Right, since the final jump never requires fuel (but may sacrifice population), you can never lose on fuel due to the jump. It would be possible to lose on fuel through an event though before the final jump.

Indeed, you only ever lose fuel when a card instructs you to do so (or a civilian ship with fuel is destroyed, or the fuel token for Galactica damage is drawn).
After all, there is a destination that does not require you to lose fuel (Ragnar Anchorage).
