I think I read somewhere that Blast Stacks, if I use the command card Explosive Weaponry on an Elite Saboteur and add 1 Blast to it's attack and then roll multiple surges (they can be used twice on the same ability with Sabateurs) I could get my Blast stack up to 5. Does this do 5 damage to all adjacent figures or just the highest number in the stack?

Each figure and object adjacent to the target would take 5 damage.
