"If you Attack with a (torpedo) or (missile) upgrade card with Attack (Target Lock) in the header, you may roll an additional two attack dice."
Some problems with ordnance currently are:
-Needing to be at the proper range when you fire
-Needing to be at the proper range when you perform your Target Lock action
-Needing to spend your action on Target Lock has a rather large opportunity cost (you're deferring a focus to reduce damage or a reposition move to avoid being targeted)
My solution (probably am not the first person that thought of it) doesn't look to solve any of these three directly, but to give a high reward to the high cost you're already paying. Effectively adding an additional damage.
Potential problems with my solution:
-Flechette Torpedoes might be too powerful with this for 2 points.
-Cluster Missiles might be too powerful with this 2x 5 dice attack. Maybe we could add the phrase "You cannot perform another attack this round." Then they'd only get 1 5 dice attack.
-Deadeye? Not sure how this would interact with this solution.
