Do the skills, talents and equipments gained from background packages replace your existing starting stuff?

To my knowledge, most Background Packages only ever supplement Starting Skills. No replacing anything, just take everything in those cases. Certain Background Packages, however, DO replace Starting Grants and their descriptions will note as much. I believe the Moritat Assassin Background Package is an example of the latter.
