Imperial unit counts for less than 4 players

I've been through all the rule books and I have not seen any rules that limits the number of imperial units deployed in a game with less than 4 heroes.

The only thing I saw on the subject was page 4 of the learn to play booklet, but I believe that only refers to the tutorial skirmish.

Am I just totally missing something? It seems that a game with 2 heroes would have fewer imperial units than a game with 4 heroes.

Can some one please explain? Thanks!

I believe the game already allows for smaller groups by having the Rebel player(s) either control more characters or getting more activations. In the end, the Rebels should have 4 activations, with 2 actions each Activation.

For 2 players (1 Rebel and 1 Imperial), the Rebel gets two characters with 2 activation tokens each, giving them 4 activations.

For 3, each Rebel gets 2 characters with 2 activations each. Total of 4 activations per round.

For 4, each Rebel gets one character with one activation dedicated to each, and a 4th that rotates every round. Again, 4 activations total.

Imperial player just stays the same, if I'm not mistaken.

Also, with less than 4 Rebel players, the Rebel characters get health point boosts (from Heroic or Legendary).

The Heroic and Legendary cards also balance out the number of activations between the LS and DS players basically adding these buffs works to somewhat balance the game. Sometimes if the mission requires teams to split up it hurts the rebels, but when they can rest and attack twice per round they become pretty hard to bloody as well.

Page 10 of the Learn to Play Guide addresses this in the top right under "Less than Four Heroes?"

Yeah, the game designers have done a pretty awesome job balancing everything up to 5 players.
