tactical action and production????

hi!

first i have to say that my english is not the best. sorry for that, i hope you can understand me.

yesterday we played our first round of TWI and we had some problems with tactical actions.

example: i have a system activated and then i produced units in it. with my planet and my spacedock i am allowed to build 4 units. i build 4 units.

now the other players do their actions. now it´s again my turn.

the system is still activated. can i build again 4 units when i have the resources???

When you execute a tactical action you must activate a system. You cannot activate a system that was already activated by you on this turn (already contains one of your command counters).

The reason for this is that building is typically part of the Tactical Action sequence; to do this, you have to follow the steps for that action, and one of the steps is to "activate the system" by putting a CC in it.

While having a CC in it already does mean the system has been "activated", for the purposes of the Tactical Action it won't do you any good, because you have to activate a system as part of the action; you can't activate a system that you already activated that round, nor can you build at any other system except the one you are activating for the action.

It's worth noting, however, that it CAN be possible to build in an already-activated system: the Imperial strategy card secondary allows this, as does the Production strategy card (from the expansion).

Also, if you use the Warfare strategy card or the Unexpected Action action card, you can remove a Command Counter from the board, which would thus allow you to activate that system a second time.
