Lets say I fly ig88c I do evade and with PTL I do boost - do I gain another evade?

No. It says to perform a free evade action. You cannot do the same action twice in one round.

If it had said "assign your ship an evade token" then you would get the extra token. But it doesn't.

Do what the card says - not what it doesn't say

does the card say you are assigned an evade token - or performing a free evade action?

You may be assigned more than 1 of the same tokens in a turn - you may not perform the same action more than once in a round- even if one is granted by a free action
