If heavy laser cannon is the only cannon upgrade equipped on IG88B , after you perform an attack that doesn't hit with an HLC, can you repeat a HLC attack or would you have to first do a standard 3 dice attack that does not hit followed by an HLC attack?

there are no restrictions on IG88B's ability beyond the "preform an attack that does not hit" requirement (note no secondary or primary specification) and the once per round limit
the only implicit restrictions are on the 2ndary weapon (range 2-3 on HLC)
so you can HLC into HLC, you can primary into HLC, you can primary and then HLC onto another target. you just have to miss first

No such rule - if there was Gunner wouldn't work half the time and Coran Horn's pilot ability would be worth considerably less.

The "do what the card says, not what it doesn't say" thing is a very handy little axiom to ask yourself whenever you aren't sure how to interpret a rule.
Get the cards in front of you, read them carefully, repeat the axiom - and the answer usually becomes obvious.

The only rule that is similar to that is a ship/pilot cannot take the same action twice in a turn. AKA Vader can't lock twice. Attacks are not actions.

You also need to consider page 20 of the core rule set.
Breaking the Rules
Some abilities on cards conflict with the general rules. In case of a conflict, card text overrides the general rules.
In other words, even if there was a rule which stated that the same weapon couldn't be fired twice, the Breaking The Rules Rule (what a great phrase!) - would override it

IG would have been so OP if he had a topedo/crew slot for all the stress he throw around with Flechettes and Tactician!

Crew would absolutely not fit because fluff says the Agressor is so maneuvrable and powerful because it does not need life support except for IG-88s bounties i guess. I think the Aggressor has compartments where he can store his bounties in stasis.
The IG 2000 had room for 8 captives and the prisoner cages are the only part of the ship with life support.
