That's exactly what it means. Works for ion and autoblaster turrets, too.
If any part of the defender is inside the firing arc, the attack is inside the arc. Kavil needs a target that is entirely outside the arc.
cool thanks.. just wanted to be sure before i go off and do something stupid this weekend..lol last tuesday i flew some rebel Ys with experimental interface thinking it would allow me to Target lock AND focus.. but I totally misread the card and didn't realize that it works on upgrade cards ONLY not your upgrade bar!! wasted 9 points!!!

Experimental interface is unique. You cannot have more than one in your squad. So you cannot possibly "waste" more than 3 points on it.

The dot next to the name means it's unique. You'll see the same thing on Squad Leader, Lone Wolf and all the named pilots.
Edited by DailyRichIncidentally, that rule is on page 18 of the rulebook, under "unique names". It normally is only put on cards of specific individuals like Luke and vader, but does appear on a few genetic upgrades that might be abusable if taken in multiples.

I would imagine it's about drawing shortest point to shortest point, so if the shortest point is to the part of the ship outside your arc, you're getting the extra die, and I would imagine a similar logic applies to turrets and Autothrusters.

That's the same.
In order for your attack to be outside the firing arc, the entire base of the defender has to be outside your firing arc.
Whether a ship is in the arc or not has nothing to do with the line you use to attack it. If any part of the physical base in in your arc, then it's in your arc, even if the shortest line is not.

To elaborate on what Buhallin said, whether or not the shortest line used to measure range is within your firing arc has nothing to do with whether or not the enemy ship is in arc or not, they're separate checks.
The arc check is always the same; if your target has any part within either your printed firing arc or auxiliary arc, it is considered in arc.
Range measurement depends on the weapon used. For Primary Weapons and normal Secondary Weapons, you measure range to the closest point within a printed firing arc. With Turret Primaries and Secondary Weapons that specify the ability to attack targets outside your arc, you check range using the shortest line period.
