Kavil uses his EU, PTL and Unhinged Astro to get to Range 1, hopefully dodging arcs, and then unleashes 3 dice of auto blaster turret. I'm still unsure about whether to go for the proximity mines or replace them with flechette torpedoes to give him a better range 3 attack.
Drea is a Phantom killer at any range. Flechette torpedoes at range 3, primary and ion at ranges 1 and 2. Her target locks and R4-B11 allow her to break through most defences. The only problem is going to be getting the Phantom in arc, but if she does ... Bye! Bye! Maybe the title could be dropped so if a pantom is out of arc at range 1 to 2 she still has a shot that pretty much guarantees an ion token.
The thug provides another control option and can get in the middle of a group to use his photon bomb to cause severe pain. He can also focus fire on Drea's target.
