Your scum Kath goes over a debris token by a hair, but your maneuver was green so K4 should kick in to allow you a free TL. Does the stress from the debris token get applied before you get your TL action or after?
I forgot to check if K4 is acquire TL or a TL action so this may be moot.
K4 is acquire not perform a free action. So yes - you get your target lock. However you wouldn't be able to PtL when acquiring the lock. Interestingly this means K4 is a way to fire ordnance against a chosen target when Captain Kagi is around, you get the free lock on Kagi and then Action for the choice of target!

Well yeah, you can never trigger PtL off of "acquiring a TL" from an ability because PtL can only trigger from doing an action. Since the TL acquired by K4 is not an action, it doesn't trigger PtL.
