En Ettin, he can do 2 actions. But only one attack.

Can he attack, and use a skill such as Throw? (it moves the character around, is not an attack skill).

Yes- note that "Throw" does not contain an attack. For contrast, look at the Elemental's monster action, "Fire." That would count as the Elemental's one attack per activation (even though it's a monster action and not an attack action, it is still an attack- a good rules of thumb for determining if something is an attack or not is the answer to the question, "does a figure need to roll defense dice in response to attack dice?" If the answer is yes, it's almost certainly an attack.)
