Distracting Behaviour

Is the starting range of Distracting Behaviour Engaged or Short?

I would say that depends on the particular behaviour in question. If it’s something that can only be seen when you’re very close, then I’d rule Engaged. Otherwise, Short should be sufficient.

Just that I made a Performer who's an actor, I guess his would be doing some acting

While that's true, keep in mind that in Brian Blessed's case, he's using the Planetary scale.

Default range on Distracting Behavior is Engaged as others have noted.

However, I probably wouldn't allow a Collar Amp to increase the range of this talent very much, if at all. Particularly since Distracting Behavior doesn't seem to be a purely verbal thing the way talents such as Inspiring Rhetoric or Scathing Tirade are, and that there's no skill check involved for Distracting Behavior; the PC decides they want to use it and the effects happen. Enabling the talent's range to be boosted by a fairly cheap piece of gear just feels really off to me.

And just for anyone's edification (I know I'm quoting someone, but I'm not really, directly responding, heheh), my statement about 21 feet is the general rule taught at concealed carry classes for the distance at which someone can close and hit you before you can draw your gun out of the holster and shoot them. Now, that is in open terrain, like an empty parking lot as that distance shrinks the more crowded the environment becomes.
