Would you say it is your place to alert someone that is there to officiate of rules being violated?
First I haven't read all three pages of posts so this may have been mentioned.
In my opinion it depends on the setting. Some stores are more casual, some homes are more strict. In tournaments many feel that pointing something out like the OP is actually helping one side over the other. So it really depends on the store, people, etc... I once was at a friends house and saw the host get very upset for make any suggestions at all in a friendly game of scrabble. Yes they take their games serious.

If I believed rules were being violated, then I will go over and speak to the TO. I will not interrupt the game personally. I've had bystanders who were sure they were right interrupt my games with wrong interpretations of the rules and it is very irritating. If they had gone over to the TO, my game would not have been delayed by this useless nonsense. I think it's appropriate that I extend others the same courtesy.

I assume you forget that Tactician is a mandatory effect though?.
Definitely discussing believed rules violations with the TO in the first instance would be my suggestions, though it is hard sometimes when going and getting the TO may take too long and the rules violation cant be fixed by the time the TO gets there.

So is setting dials, but I'm not going to deprive the opponent of the chance to take advantage of the players' mistake by reminding him that he forgot to set dials (note: I would totally remind him if I was the opponent). The same is true for tactician. If there is a built in negative effect for a player's muffing the rules, then the situation can play itself out and it's not my business to get involved.
