Tournament FAQ 223 was released about an hour after 222 reversing the ruling that you have to use scum dials with scum ships in tournaments. As long as you have the appropriate Pilot Card and base tile, you're good.

Seriously though, they just did it to keep people happy and prevent a riot/boycott. FFG only knows how much angry hate mail they received in the ~60 minutes between posting version 222 and 223.

That's nice. Unless future faction-doubles end up having different maneuvers (to represent that a Scum variant is shoddier, for instance), it just seems like an unnecessary nitpick to encourage more purchases. That might sound good for FFG, but when you consider how that can easily and understandably upset customers, it's not really good in the long run.

Doubt it, people will still want the dials even if they're not "necessary". Plus I don't think they've ever changed the contents of an expansion on a reprint.

It was a dumb pointless ruling in the first place.
The only use for faction only dials would have been if tourneys didn't allow mirror matches.
And it wouldn't make FFG any more money, if you want to run 8 bandit pilots then you need to buy 8 rebel Z-95's. Having the scum Z-95's won't help you here.
