I think you may do that.
The card does not say that you must roll a die, as goodenough mentions about the transference spell 
I made that play to catch someone that was already at the crown. I lost the fight however.

One thing to mention is that you can't teleport directly to the crown of command. You must first land on valley of fire with a talisman to get there.

As far as i know, you teleport directly to the crown of command if someone is standing at the crown and you switch with each other..
If you use the transference spell in the inner region while someone is standing at the crown of command, then you go directly to the crown.
The same is for cloak of feathers..
The same is also for the treasure room in the dungeon. You don't need a talisman for that..
The only restriction is you can't use Teleport spell in the Inner region. Teleport spell card says that.

Yes, but the reason that you cannot use the Teleport spell in the Inner Region= that in the text stands that you can use it instead of rolling the die for your move. that's why..
The Cloak of Feathers says the same as the Transference spell ( if i am right) both says that you can use it instead of your normal move.
John Goodenough has explain that you may use the Transference spell in the Inner Region. That means that you can do the same with Cloak of Feathers..
But we need a FAQ for this, if this is the true meaning of the Cloak of Feathers. You can say that Cloak of Feathers= instant win

As I remember it , the rules say that the only way you can enter crown of command is from the valley of fire. If it is true what you say, you do not need a talisman to get to crown of command. I Think COC is thougt to be connected with vally og fire and is not an actually space in the inner region. I migth be wrong with that, but that is how I play it.

You only need a Talisman to enter Valley of Fire, after that it's Alchemy material for the Mercenary (or to prevent somebody without a Talisman from Acquisitioning it)
. Transference works in the Inner Region (if someone is at CoC, you can swap places with that char). CoC is part of the Inner Region.

If John Goodenough has said that it is possible with the Transference spell then we can expect the same as with the Cloak of Feathers;)
Anyway, if you don't have the two cards in your possesion, then you must do it the normal way;)
In the normal rules and without the expansion you can only get to coc from the vally of fire i think, but now whit the expansion sets out, there is multiple ways to get there
