1 - No, a ship with stress can't perform any action, even a free one.
2 - No you can't perform the same action twice in the same round.
However, do not confuse an action with getting or spending a token. It is possible to give a 2nd or more focus tokens to a ship that performed the focus action.
1. No. Stress prevents a ship from taking actions at all, even free actions (cue the "unless it's Tycho comments)
2. No again. Ships cannot perform the same action multiple times in a turn (pg 9)
He can probably give the action to a stressed ship, but the stressed ship could not use it. You cannot perform action while stressed.
If you performed the focus action in the perform action step, then you cannot perform the focus action again that round. There are other ways of getting focus tokens though, just not involving Airen.

1. YES! Except that unless the ship can perform actions while stressed (Tycho) it will NOT be able to use that free action.
2. No. Assuming that he got the Focus by taking the Focus action a ship can not perform the same action twice in a round even if using a free action. IF he got a Focus token from something that was not a "Focus Action" (say crewman Kyle) then he could use Cracken's free action to take a Focus action.
I thought stressed ship can perform free actions granted "outside" of the perform action step.
Isnt that in the FAQ?

I guess to answer my own question, stress says you CANT.
No actions of ANY sort if you're stressed.

And he does mean *anything* that doesn't explicitly say the keyword "action" (or explicitly states it can't be done while stressed of course).Stress prevents you from doing actions (uless you are Tycho). It allso meanas it's a realy bad idea to do red maneuvers as that will lead to your opponent selecting a maneuver for you.
So anything that is not an action or red maneuver is fair game even while you are stressed.
So the key word you are looking fort is "action" any ability that lets you do an "action" is stoped by stress and any ability that does not mention "action" is fair game.
Even if an ability allows you to "acquire a TL" (like Fire Control System) can still be done while stressed because it does not say "perform a TL action".

Although you need to be careful where abilities are concerned. Some may do things that bypass Actions to give you a result that is like an action but other abilities give you Actions which are treated like any other.
That sounds like you are thinking of a ship that lost its Perform Action step because it bumped another ship or hit an obstacle. Those ships can still take actions granted to them outside of their Perform Action step.Its question #2. Page 15 on Actions and Game Effects.

Also, a common mistake is some players assume you get a stress token when you overlap a ship or asteroid, which is not the case at all. Having to skip the Perform Action step does not mean you are stressed.
If you overlap or fly through a debris cloud, you get a stress token, and hence no more actions.
