Are there just 2 moments in the game when you can muster extra units?

1. At the beginning, when you set up the game (duh..

2. When the Westeros-card is flipped (that can happen more than once, I know..)

You cannot "buy" units just when you want/ can?

This is largely correct. You can't muster units whenever you want and the (probably) most common instance of mustering is when the Westeros card is drawn.

There is one other possibility for mustering however: when the special consolidate power token is used, you can muster in the area in which it was used, provided there is a castle there.
