so in this list does kavil get an immediate target lock from spending the focus for the blaster and the mech to use immediately???? i think so.

Edit: I read the internet and this seems to work fine.

blaster reads: spend 1 focus token to perform this attack

R4 reads: when attacking, after you spend a focus token acquire a TL

i am 93% that you DO in fact get the TL immediately and can use it immediately.

the only question i have is that the focus is not on a target. the R4 goes on to read "on the defender" as in there was a target of the focus instead of the weapon being activated by the focus

I'm pretty sure it does. In order to use the blaster turret, you have to 'spend the focus to perform the attack', and you can't do that without declaring your target. Then you spend your focus token and R4 kicks in giving you a TL on the target you just declared.

As to the list, it would be nice if you could get moldy crow on Palob...

You get the target lock because when you attack step one is when you declare a target and that target is the defender you then spend your focus to use the turret and immediately acquire the target lock for rerolling goodness
