I have a Store Championship on February 28th. The supposed release date for S&V is Feb 26th. My question is this, if by chance S&V does release and I am able to get my hands on my ships by Feb 28th, can I use S&V in the Store Championships on the 28th?

As in when FFG says they are released, not when they are in hand. If that the later was the case, people who acquired them this last weekend, would have had the ability to field S&V lists. A FFG rep should address the issue with a concise black and white answer.

FFG always makes an announcement on the main page when a product is released. That will be the trigger point.

There is a concise black and white answer. That is "upon their release" and as Buhallin points out, FFG will make an announcement when that happens. That will be from what I've heard tomorrow.
