Well suppose the emperor costs 10 points and you have to discard him to do it? Still could be OP because anytime your opponent went close to the edge of the board you could always fly his ship off the edge - I suppose it would have to be something like a 20 point crew card if it gave you that power (and thats just for a 1-shot). This way it'd be worth it for a falcon, but not worth it for a TIE.
Someone suggested being able to do it only on the first turn. I think that idea is actually more balanced. It is still very strong, because you can throw your opponents strategy off balance, but you aren't likely to fly a ship off the edge turn 1, (Though if it's something like a shuttle you probably could point it the wrong direction and make recovering it nearly impossible).
Maybe the better idea is that he gives you a specific maneuever, and labels it white, and forces you to do that one maneuever. Perhaps he forces a ship to stay in one place? That'd be about the only move that really couldn't be used to fly a ship off the board, yet you COULD use it to your advantage.

Thematically I think it would be through the force. It would have to be a lower pilot Skill pilot, and it woudl represent some kind of Master-Level Jedi like The Emperor or Yoda, manipulating a pilot through the force to do something, much like Obi-Wan did to the stormtroopers in Mos Eisley.

The emperor could influence entire fleets and so could that Jedi from kotor, there's president in the EU.
