At Range 1, he can change a hit to a crit. If all he rolls is eyeballs, then spends a focus token to change them to hits, can his ability further change one of them to a crit?
It seems like that should work. A single die is being modified twice. The limitation is on any individual die being rerolled only once.
Yes, he can change after the focus modification. You can modify a die as often as needed if you have the capability to do so, but only reroll once.
