The Hot Shot Blaster is considered a "secondary weapon" correct?

Let me ask a following question on the relatively same topic:
Hot shot blaster: since it is an attack, it cannot shoot a ship if their base is touching
Feedback array: can you target a ship that you are touching?
The rules say:
"Ships whose bases are touching cannot declare each other as a target during the Combat phase while their bases remain touching."
My mind auto completes "as a target of an attack", but if I truly take the time to read it word for word then it would mean that you could not use the feedback array either. Is this correct?
Feedback array is not an attack. Touching does not stop it.

From the card: "During the Combat phase, instead of performing any attacks, you may receive 1 ion token and suffer 1 damage to choose 1 enemy ship at Range 1. That ship suffers 1 damage."
From the rules, page 17: "Ships whose bases are touching cannot declare each other as a target during the Combat phase while their bases remain touching."
It's tricky because it sounds like you need to target the enemy ship to use the feedback array and the rulebook does not say "cannot declare each other as a target of an attack". It's pointy, but since I intend to use the feedback array at some point then I guess someone will bring it up to try and deny it.
"Declare target" is the first step of the combat sequence. Feedback array does not resolve that step.

"Declare Target" is defined as a step of the Combat Phase (see rule book page 10).
Choosing a ship is not declaring a target. Many abilities use the "choose a ship" wording.
For example, Airen Cracken says to "[...] you may choose another friendly ship at Range 1. [...]". (Granted, Airen's ability is clearly not an attack.)
