Is there a complete pdf of all the rules including the new expansions available?

The Core Rules that come with the starter pack apply to all expansions. Some of the expansions will include an additional rules card that explain how a new upgrade works.
Over time some of the rules have been amended or clarified a little and these can be found in the FAQ -

Any new rules (such as new actions or things like bombs and decloaks and ions) have rule cards inserted with whatever expansion uses them. You might be able to find them with some careful googling

Short answer, yes, although it is not a single PDF but rather 2-3.

includes a section with links to download the core rulebook that comes with the starter set.
The FAQ, also found on the same page, in addition to errata and clarifications, includes all of the rules that come on the rules cards in the individual expansions.
Then there are also the tournament rules. Even if you don't want to play in tournaments, there are a few things in there that have become conventions virtually everyone follows anyway (like how to determine initiative), making it useful to read them too.

What about the new rules that come with scum? I don't think it has been stated anywhere directly but I was under the impression that this will allow for three players. Maybe someone from the U.K. can chime in.

There's nothing officially stating Scum will allow three people. However, you can have as many people you want play already! Scum just makes it so three people each have a different faction.
The basic idea is the "Shoot lefty" idea; say Scum is to the left of Rebels, who are left of Imps, who are left of Scum. Scum will try to kill all the Imperials, Imps try to kill all the Rebels, and Rebels try to kill Scum. First to finish off the target faction is the winner.
