Can she count herself as being a friendly ship at range 1? I can see nothing in the FAQ (i may have missed it) to support this if so (someone argued it at the last tournament i attended).

Nope. Nothing in the FAQ there. The Range Measurement section on the last page does not list this card nor any like it.
FAQ, pg 18:
Q: Is a ship considered to be at Range 1 of itself?
A: Yes.
Make sure you have the most recent version (which is actually not currently available for download... seems to have been lost in the site redesign... I'll shoot them an email to alert them)

Key difference is in the use of the word "Another".
