What is the rationale behind the passing of the bye in the case of multiple victories?

Clearly many players travel to more than one state or even country to support XW events. To me it seems a tad unfair to curtail a very tough accomplishment. Should it not be, "To the victor belong the spoils?"

If the victor cannot attend a regional or regionals, then it would be proper and sporting form to pass along the bye as prescribed in the SC event insert.
