The face-down torp is a copy of the the only other face-up torp, which happens to be Bomb Loadout.

I really want to try 3 GSPs with ICT, bomb loadout, seismic charges and Biggs ( or perhaps a 4th Gold)
Even though it only came with only one Y-Wing figure, they included everything necessary to run two, so you can use one of your rebel one.
So 2 of each Generic Pilot, 2 dials, 2 autoblaster turret, 2 of each generic astromech, 2 titles and 2 bomb loadouts.

No it comes with 2. the only thing you'll need to provide to play two scum y's with 1 most wanted expansion will be the actual ship, the pegs, and the plastic clear base.

Which shouldn't be too much of a shock. Almost every expansion seems to be designed to encourage people to buy at least two. The only one to date that hasn't is probably the CR90, as even the GR75 only comes with one WED-15 Repair Droid for epic play. Chardaan Refit is the only upgrade that came with three in a single expansion.
