can you still use this target lock system even when stressed before you use it

will whisper still get to still use target system and and his free focus ability ? Or is all of that stopped bc he got stressed from r3a2? Bc I know it will block him fr his free cloak if he has cloaking device just not that stuff

and I know the rule book it says you cant do or receive free actions so is that stuff considered free actions

Stress prevents you from taking actions, but spending tokens or having tokens assigned to you is not an action. Whisper states "you may assign 1 focus to your ship" meaning it not an action, so yes you can do that even when stressed. If the ability does not say "action" then you are good to go.

There seems to be a little confusion on your part.

If you are stressed you can not take any action. Unless there is some other effect that allows it, like Tycho's ability.

That includes things like a Target Lock action, Cloak action, Focus action, ect... It does not however stop you from using tokens. So you can still spend a focus token or target lock token even if you're stressed.

By Target System, I'm going to assume you mean the Fire Control System. In that case yes he can still use it, because the Fire Control system gives you a free target lock token, it is not a target lock action. The same goes for Whispers ability. Whisper gets a free Focus token, but isn't taking a focus action.
