How do I Officialize an event in Brazil?

Dear friends I´d like to know how can we participate and officialize X-Wing events?

In the United States this is how events happen:

1.) Local stores contact their distributor and request organized play kits.

2.) Fantasy Flight approves the application and sends kits or doesn't send kits.
