Assuming I understand your description, the HWK cannot target Biggs at all: Biggs is out of the HWK's arc, and out of range for its turret. Because Biggs isn't a valid target this turn, the HWK isn't affected by his ability.

They are behind the target? So that there is no weapon the hawk can possibly yes that could target Biggs? Then yes, it can target wedge instead.
