For me his abilities are pretty useless. I never seem to stick around IH for encounters, just gates. Even when sticking around for Fed Raiding, you can stick your Sneak to max/high in most cases. Only one that's so far been arrested was Trish while Cursed and she twice got 2 Clues at the Jail. His other ability is a Clue-vacuum, helpful in a pinch, but mostly meh. Speed 3 doesn't help his appeal (pun intended ), and he can't really fight for crap either. Weirdly, he seems like a throwback to the base game, with just 15 points of skills total. Oh yeah, Personal Story is kinda meh as well.
