just curious.... how is it possible to have 4 threat at the beginning of round 2 in "Aftermath" as in your pic? O_o you only receive 2 threat at this threat level

Since we have 5 rebels, we altered the rules a little. One of them is that we start the mission at the threat level. We explain the other alterations at the start of the show.
