My understanding of the Dash ability is that he can move and take actions regardless of obstacles. He also takes no damage from going through obstacles. If he parks on a rock, does he still take damage? Is he still able to shoot if he parks on a rock?

He gets to ignore the obstacle during the activation phase. So no damage even if he parks on an asteroid. How ever, in the combat phase he is no longer allowed to ignore them so no shoting if he is on an asteroid.

But debris tokens don't prevent a ship from attacking at all. That's the point he is trying to make. Dash can ignore them in the activation phase because he is dash and they have no effect at all in the combat phase because they are debris tokens, not asteroids. So Dash can basically act like debris tokens don't even exist, they have no effect on him ever.
