when you are putting foundations down due to it being the end of your turn and you clean rematch does it clear right then or does it stay till next turn?

It will clear as soon as the ability resolves and no other responses or static abilities on the game state.

Yeah -- you just resume clearing your card pool, and Clean Rematch is (probably) the first card you'll be clearing.
