Maximizing the second shot on a BTL-A4

Boost is probably the most important action a "Warthog" can take, as its dial is sub-par at best, and suddenly needs to keep things in arc.

Engine Upgrade doesn't interfere with any of your suggestions. However, it does cost 4 points.

R7-T1 is unique, but also gives a target-lock, albeit only one on an enemy at Range 1-2 who has you in their firing arc. Taking it costs one less, but removes the possibility of an EPT-based double-buff.

You also forgot an upgrade that provides a double-buff, with good synergy on "Dutch"

R5-K6 is a worse Fire-Control System, sure. However, it gives you the possibility of passing out up to 3 target-locks from Dutch, freeing up his action economy for focusing/boosting, and still providing the double-buff for which you are looking.

Only problem is that it isn't a guarantee.

However, the BTL-A4 does provide the ability to chain each success into another attempt, in a single round, and that can be awesome.

It should also be said that offensive actions suffer from diminishing returns. A Focus or a Target Lock will both, individually, increase your expected damage by 25% of the dice you're rolling, but if you already have one, taking the latter will only improve your odds by 18.75%.

Spreading them over multiple attacks, however, mitigates this.

I think people are putting way too much confidence in the attack twice ability. You don't see too many cluster missiles in the game and gunner is popular because they are often equipped to 3 attack ships and you can also pair them with targeting computers (on shuttles and phantoms) to get a target lock if your first one misses. You can't do any of that with a Y-wing. The R4-agromech may be able to replicate something similar but you would be spending a focus action for a target lock on a blaster turret or spending a focus token on 0 focus results on the 2-3 attack dice for all others.

difference is

a.) the title is free

b.) there are no restrictions on the 2nd attack other than you need to have a turret equipped (as opposed to a TL + points + only one shot or a missed attack)

The title is an interesting addition because it lets Ys keep their control from ion cannon without sacrificing damage. In this horrible, skewed fat ship + phantom/corran meta, losing out damage makes it near impossible to kill a turret before it hurr-durrs through your squad.

The title may change that, at the cost of limiting fire to 90 degrees of one of the least maneuverable ships in the game. Time will tell if it's at all worth it, but at a glance it certainly beats the crap out of cluster missiles (sans tie advance + AC)

I just wanted to comment on this because it gets thrown around a fair bit. The Y-wing has a pretty solid dial, in fact the dial, give or reds and greens, is the same as the X-wing. It has every maneuver it needs. Now if you were talking about a Y-wing dial when it was stressed, you would be absolutely correct, but a non-stressed Y-wing is plenty maneuverable. And that really only matters if you absolutely have to clear the stress, which unless you need to K-turn you usually don't.

Standard R2 solves most de-stressing issues with the y wing dial for 1 pt. Unless you are trying for one of the unique droids (stress bot, lookin' at you) then it's a good deal. You kinda WANT the warthog Y to go slower as slower moves (1s and 2s) widen the potential area of board you can get in arc. When every slower move the Y can do turns green then it's a bonus. Rebels always have relied on synergy and squad support to increase action efficiency (Dutch, Blount, Lando etc) to get that extra focus or TL, this isn't much different. More droid types when they appear will hopefully increase the range of effects and buffs for the Y. A few more pilots (c'mon FFG, an elite skill slot for the Rebel Y) wouldn't hurt either.
