Which comes first?
Advanced sensors and Decloak order
Since they both trigger at the same time you can choose which to do first. The FAQ clarifies though that you may not use AS to cloak and then immediately decloak at the same time.
which ever one you want. They both trigger off the same event, so you chose which goes first.
However just in case you were thinking about it, you can't decloak, then use advanced sensors to cloak, than decloak again.
From the FAQ for Advanced Sensors
If a TIE Phantom uses Advanced Sensors to perform a
cloak action, it cannot immediately decloak.

Funny story. For a while there when I was playing 40K and regularly posting on Warseer there was a guy who I was continually ninja-ing almost every post he made for about a month. No idea how it happened so consistently, just our 2 schedules were somehow in sync enough so that I was always just a minute or two ahead of him. I, of course, had no idea it was happening but we had a good laugh about it once he finally pointed it out to me (in an all caps explosion of smiley frustration).
