does outmanvor trigger agsent this I would guess it does due to outmanv needs a a printed fire arc

If you have a cannon secondary on the Outrider, it becomes a turret weapon and allows you to shoot 360°, but it's firing arc is still the one printed on the ship base token.

If you have a ship trying to shoot at the Outrider, you just have to be outside the Outrider's printed (primary) arc to be able to claim the Outmaneuver.

Your question reads like you think that the Outrider title is different than ships that come with primary turrets because it doesn't have anything on its base regarding the thurret. It's not, Outmaneuver triggers against all turreted weapons when outside of the firing arc. Even though the ships with turret primaries have a little circle printed on their base that doesn't count as a firing arc.
