What do Enhance Phenomena and Time Skip?

I think you may have left an extra "do" off of your question. As for the powers, they were supposed to have been edited out or changed but weren't. However, Time Skip was added in Disciples of the Dark Gods. The other power simply dose not exist. You can replace with with another minor power from DotDG or change it to Weaken Veil... that'll help the fella that took the drug feel like he really got his monies worth ;-)
