Hello, I need some clarification on some attack cards.

Dragon Breath: After you play an attack, it gets +1 damage and -1 speed while this card is in your card pool.

Does this attack affect itself when you play it?

When I send it to the momentum face up, if my opponent has no momentum, can I use it on every attack I play?
