Seems pretty solid, I ran double phantoms when they first came out but I had problems finding a good escort for them. Recon can be dropped for maybe Taction on Whisper for a bid.
I've had good success with this list - 2 named Phantoms and a Squint.

So I stole is from the "2015 store championship list results" thread. This store had 3 of the top 4 end up being dual phantoms. Personally I'm really surprised that these lists did so well. In my old meta(Ohio) and my new meta(Las Vegas), Rebel captive is a popular choice on Decimators. I've always wanted to run dual phantoms, but I feel like Rebel captive would be an automatic loss for them.

Curious that dual phantoms did so well. And also the top 4 lists are only 87 points, maybe it is a meta thing to deny the opponent a ship to kill since that list caps around 85 ish points and and the only option you get is an academy pilot then, which doesn't help incredibly.
The way it goes here is that our tables are dominated with ps9 so the echo is pretty much a non-factor in the meta.
I've had success with this build. It's a little unconventional
Patrol Leader (40 pts)
x2 Sigma Squadron Pilot w/ Recon Spec. and Stygium Particle Accelerator (30 pts)
Basically I use the cloak action to keep the phantoms at range 3 of the main engagement and have them lob shots in (much like using HLC B-wings). When they de-cloak and focus they've got two evade dice, an evade token and 2 focus so they are surprisingly hard to hit.
The decimator's job is to block and pin ships down so the phantoms can rip em' up.
I've found this list to be very tactically rich as a player since I'm having to de-cloak before most other ships move.
