You could replace Nera with
Grey Squadron Pilot (20)
+ R2-D6 (1)
+ Swarm Tactics (2)
+ Ion Cannon Turret (5)
which would give you another source of Ion damage, so you can double ion a Decimator every round. If you want more damage, then Nera might be the better choice. And since you want Roark as long as possible alive, maybe replace Tarn + R7 with a naked Biggs?

Not true at all. She's a PS 5 with an ept for 26 points. This allows her swarm tactics which doubles the effect of garnet.
Alternatively, I could use jek porkins. Also 26 points, but his ability is useless for my play style in this list, and he's much more delicate.
I really like roark with garven when garven has got r2d6 and swarm tactics. Use roark to boost garven to 12, take your shot and pass focus and ps12 on to the next ship. But I just can't make it work while keeping Tarn. Who is invaluable.

It's an interesting idea, but roark just isn't quite worth protecting with biggs. I'll definitely try it out a few times, yiu may be right. I think it would come down to a question of whether or not I can use roark ability to kill off enough of the opposing list before biggs goes down, which loses me a third of my attacks, and then when I lose roark and therefore my Ps shooting advantage.
I need this fourth ship in my list (Tarn/biggs) to be offensively effective which both Tarn and biggs are but also to be tough which biggs ain't.
As designed now the list almost always gets 2-3 rounds out of roark before he's dead which really helps take ships off the table before they shoot, firing twice at ps12. Then, once roark is off the table, I've got 2 B wings and Tarn Mison left to kill who each put out good damage in addition to being quite tough. The second part of the game is usually a slow-moving slug out with my remaining bs and tarn against whatever the opponent still has.
With biggs, I'd get the same 2-3 rounds before he went down, then I'd have roark with two bs for another couple turns. Only problem is that it's harder in late game to line up shots, especially with b wings, so I might not get consistent use out of roark, on the other hand, by the same token, a few more rounds of roark Ion turret might change that.

I dont see two B-Wings in your list?
If you dont want the protection of Biggs, then go for Tarn + R7, sure. If you like Roark with Garven, I took the following list to a tournament last year:
Jake Farrell
+ Chardaan Refit
Garven Dreis
+ R2-Astromech
Biggs Darklighter
Roark Garnet
+ Ion Cannon Turret
+ Jan Ors
You can boost Garven to PS 12, then either pass his focus to Jake for some position adjustment, or you can pass it to Biggs, so he can have two focus or focus/evade. After Biggs is gone, you can protect Roark with the evade from Jan Ors. And with Roark, you can boost Biggs in the round where he will bite the dust, so you get at least this one more shot from him.
Or, if you want Garven in your list, you can swap Nera with the Y-Wing and change one of the ion turrets with a blaster turret. The list would then look like:

+ Ion Cannon Turret ( 5)
Gold Squadron Turret (18)
+ Blaster Turret ( 4)
Garven Dreis (26)
+ R2-D6 ( 1)

You can look at Nera as a Generic PS 5 with an EPT. You pay two points for the extra PS and EPT, but that's pretty much inline with upgrade costing. You don't have to use her ability.

If you want a list to be as competitive as possible, you need to try and get every last drop of efficiency out of you spent points. In this case, you are paying for Nera's ability and not using it.

When looking at individual ships, yeah it's a good idea to maximize your investments and make use of every upgrade and Pilot ability you can.
In the context of a list, and by way of comparison, there aren't many ships that can fill her role: heavy hitter with an ept for under 27 points. It's either her or jek porkins in order to make the list work.
With rebels, it's all about synergy, list-level effectiveness. I reckon the need to kit out your ships as strong as possible relates more to the Imperial.
