You have to roll 1 or more defense dice to activate C-3PO. If Han has been Outmaneuvered or Wedged at Range 1-2, his one green die goes away and you can't trigger Threepio.

This is one reason to fly C3P0 with the Lando crew, as you could theoretically use your 3P0 activation on the action, to attempt to get an(other) Evade token out of it.

That's a border case though. You'll rarely be only shot at by Wedge / outmaneuvered people. Building a list for a borderline case isn't wise. Not saying that Lando isn't a good addition to the ship (if you like to gamble), just saying that adding him to synergize with C-3PO is a dumb reason.

Anyways, I at one point remember reading or hearing that you technically always have to roll dice even if you don't have any, blinded pilot for example. I could be wrong about this though

Yes, but then you roll zero dice (and when you roll zero dice 3-PO won't trigger).

Yeah C-3PO says "when you roll 1 or more dice" so while zero dice is a valid value for many things, it's not in the case of 3PO.
