the Shaman Lore council member

Inspired by a line by Toddrew in another thread I give you: The Shaman.

Until a roguish shaman-like lore master is developed which allows any card to be played out of character at cost

Each level of Shaman reduces cost to cast out of character Lore by 1 (by level 3 you can cast any card at face value).
Shaman has no spells of their own
Lore decks are built as normal based on the rest of the Lore council, once normal method has been completed shuffle all remaining lore cards and add a random selection based upon lore level of the shaman (1- 3 cards, 2 - 7 cards, 3- 12 cards) and add them to the lore deck carry on as normal

And how does the Shaman affect lore master levels? I.e. a chard played out of character with a Shaman Lvl 3: Would it be only at normal cost but played at lvl 3 or would it be of normal cost AND of lvl3? The first sounds a bit underpowered, the second a bit overpowered IMO.

And let's say you have a council maximum at 4 points. If you had a lvl 3 Shaman and a creature, could you then play all lore cards at normal cost or would you at least need one more lore master (at min lvl 1) to assist?

I'd say card is played as though a level 1 lore master (same as if playing a lore card out of character), the benefit of the Shaman is extreme flexibility but little oomph.
Just had another random thought, you can pay the extra Lore to up the effect level of the card (max at level of the Shaman) so a level 2 shaman can cast a Lore card as normal but if he spent an extra 2 Lore it would behave as though it were cast by a level 2 lore master.

Council of 4 as described would be very flexible on the lore side but would be limited to three command cards so would be very limited in getting the Lore needed to play Lore cards and also doesn't have any funky terrain ('cause I'm doing this idea the cheap easy way so no new cards or terrain to mock up)
