Not yet.

The tournament rules have not been updated since they hit stores, so we don't really know what will end up being the ruling on them. Presumably that will be addressed the next time the rules get updated.

Like Forgottenlore wrote, they are not currently permitted but you might find some local tournaments (not Store Championships) that allow them anyways. Since they aren't covered in the tournament rules the TO of the event will be setting those rules. I think the way I've heard that deployment for events like these is generally handled is that you have a pool of all six asteroids and up to all six debris clouds and take turns placing obstacles until 6 have been placed.
